What is your take on the Bush Doctrine?

Preemptive war always suggests that those who start the war are the fearful ones. When a nation starts killing the citizens of another nation based on what that other nation MIGHT do, then civilization is failing. Remember, the Russians and the Chinese have thousands of nuclear missiles pointed at our cities. What if they decide to act based on what the USA MIGHT do?
