MTG flash quetion, Teferi, Mage of Zhalfir and leyline of anticipation?

I could definitely see it argued that it would be whichever entered the battlefield last, but according to the first ruling on Gatherer for Teferi, his ability overrides any other ability that changes when an opponent can cast a spell. This ruling is from 2006, so it might be outdated, but until they change it, I'd have to go with that.
