Hit by a car on a uphill intersection. Who's fault is it?

I just hit by a car this morning, I had my 2kids with me. I had a stop sign, but the other party traffic did not. His roadways is an uphill that have obstructed my view. I stop and check my left and right side and did not see any car so I move forward then pow! I however did not see him until he hit my car. My car got substantial damages than his. who's fault is it? Please advice.
