Can I make my bicycle brakes better?

My bike is a bit old and it uses what are called "Centre-pull calliper brakes" according to wikipedia. I've tried adjusting them but still nothing works really great. I have new pads for it but I would like to know if I can adjust or modify my rear brakes to completely lock up so I can skid my back tires and drift around corners. I know it sounds like a silly reason but I've always loved bikes with brakes like that.
